By Decree N°098 /273 of October 22 1998, the President of the Republic reorganized the Presidency of the Republic. The Presidency of the Republic comprises:

CENTRAL ADMINISTRATION

2. (1) The General Secretariat shall be headed by a Secretary-General, assistant by two Assistant Secretaries-General.

5. The Secretariat General of the Presidency of the Republic shall comprise:

- Technical Advisers;

- Chargés de Mission;

- Attachés;

- the Private Secretariats of the Secretary-General and Deputy

Secretary Generals;

- internal services;

- attached services.

 

ATTACHED SERVICES

34. (1) The following shall be attached to the Secretariat General of the Presidency of the Republic: the Supreme State Audit Services, the Grand Chancellery of National Orders, the Delegation General for National Security, as concerns its administration, the Directorate General for External Research, as concerns its administration, the Bilingual Training Programme, the Directorate General for Major Works in Cameroon.

(2) Each of the attached services shall be organized by separate instruments.

The work of the Secretariat General

CHAPTER I

General Secretariat

2. (1) The Secretariat General shall be headed by a Secretary-General, assisted by two Deputy Secretary-Generals.

    (2) It shall be responsible for relations between the Presidency of the Republic and the Government.

    (3) It shall, in addition, liase with the Executive and the various institutions of the Republic, in particular the Parliament, the Constitutional Council, the Supreme Court, the Economic and Social Council and Supreme State Audit Services.

3. (1) The Secretary-General shall assist the President of the Republic in the accomplishment of his mission. To this end, he shall:

Receive instructions from the President of the Republic relating to the definition of the Nation's policy;  

Monitor the implementation of decisions taken by the President of the Republic;

Coordinate the activities of the services attached to the Presidency of the Republic as provided in Articles 5 and 34 of this decree;

Examine files assigned to him by the President of the Republic and monitor the implementation of the instructions given;

Submit to the President of the Republic for signature ail draft instruments from either the Prime Minister's Office or the services attached to the Presidency of the Republic;

In conjunction with the General Secretariat of the Prime Minister's Office or the Ministers concerned, formalize bills to be tabled before Parliament;

Prepare presidential correspondence relating to the tabling of bills before the bureaux of the National Assembly, the Senate and the Economic and Social Council as concerns requests for opinion or the examination of draft instruments of an economic and social nature, as well as the Supreme State Audit Services;

Ensure the execution of action programmes of action approved by the President of the Republic and assigned to Ministers and the various services falling under the Presidency of the Republic;

Prepare meetings of the Council of Ministers in conjunction with the General Secretariat of the Prime Minister's Office, restricted sessions and committees chaired by the President of the Republic;

Ensure the registration of statutory instruments and laws enacted by the President of the Republic, as well as their publication in the official Gazette;

Keep and preserve laws and statutory records;

Act as legal adviser to the Presidency of the Republic and the attached services.

(2) To this end, the Secretary-General shall be granted delegation of signature.

4. Special duties may be assigned by a separate instrument to the Assistant Secretary-General who, to that end, shall be granted delegation of signature.

Internal Services

8. (1) The internal services of the Secretariat General shall comprise:

 - the Travel Service;

 - the Legislative and Statutory Affairs Card-Index Service;

 - the Printing Press;

 - the Data Processing Unit;

 - the Human Resources Monitoring Unit;

 - the Secretariat of the Council of Ministers;

 - the Department of Presidential Mail;

 - the Linguistic Services and Bilingualism Division;

 - the Official Gazette Department;

 - the Department of General Affairs.

(2) Heads of internal services may be granted delegation of signature.
