The final day of the second Russia-Africa Summit in St. Petersburg on 28 July 2023 was marked by a special declaration by the President of the Republic of Cameroon, His Excellency Paul BIYA.

In the first plenary session chaired by President Vladimir Putin, the Head of State recalled the long-standing ties between Russia and Africa especially her supportive role during the acquisition of independence. President Paul BIYA highlighted the current global challenges and requested for a frank, fair, and open collaboration between both parties to resolve issues like food security, terrorism and inflation.

Moreover, President Paul BIYA emphasised on the need for an improved representation of African countries in international organisations like the United Nations.

On his part, President Vladimir Putin reassured his African counterparts that Russia will find solutions on the supply of grains and fertilizers to the continent despite the suspension of the Black Sea Grain agreement. He also announced a debt cancellation initiative to the tune of 23 billion dollars.

H.E. Vladimir Putin equally endorsed the need for the African Union to be granted full membership in the G20 club of nations.
